Change the way cargo weight is managed

I would like to be able to set the weight of the cargo manually and per station. This would make managing center of gravity easier.
One way to manage this would be to prevent tracking a job until the aircraft cargo weight matches that of the job. This could be done at the beginning and end of a flight if needed.
