[Major] Impossible jobs: departure time after deadline time (or too close)

Some jobs are generated with departure time after deadline time, so making them impossible to complete.

There are also jobs with departure time too close to the deadline time, which are not impossible in theory but they are in practice because there is no plane fast enough to fulfill them.
